Naples 08/10/2024 – Everything is ready for the national exercise on volcanic risk “Exe Flegrei 2024”, which will take place from today until 12 October, organized by the Department of Civil Protection (DPC), in agreement with the Campania Region , in collaboration with the municipalities of the red zone of the Campi Flegrei, with the Prefecture of Naples and the operational structures. Among the Competence Centers (CdC) involved, a front-line role is envisaged for the PLINIVS Study Center – L.U.P.T, Study Center for Volcanic, Seismic and Hydrogeological Engineering, which will actively participate in the initiative, testing the tools developed and put to use provision by the DPC, for the estimate of impact of precursor earthquakes and volcanic ash on buildings and the road network, with the aim of supporting planning, in times of peace, and emergency management, in the event of a real volcanic crisis.
The activity takes place as part of the sixth edition of the National Civil Protection Week and has the aim of involving the population in the test of the national plan for volcanic risk at the Campi Flegrei. In particular, the removal of the population of the Municipalities included in the red zone will be examined: Pozzuoli, Bacoli, Monte di Procida, Quarto, part of Marano and a small area of Giugliano in Campania, as well as some Municipalities of Naples (Bagnoli, Fuorigrotta, Pianura , Soccavo, Posillipo, Chiaia, a part of Arenella, Vomero, Chiaiano and San Ferdinando).
The PLINIVS team, coordinated by Prof. Giulio Zuccaro, will carry out the planned activities from its headquarters, in via Toledo 402 in Naples, through the use of its own models, which will allow, also thanks to the physical presence of PLINIVS staff at the headquarters DICOMAC logistics of San Marco Evangelista (Caserta), a constant information connection between the CdC and the information and operational coordination of the activities of the components and national operational structures.
PLINIVS Study Center
The PLINIVS Study Center operates within the “Raffaele d’Ambrosio” LUPT Research Centre, which has been carrying out research for more than 20 years on topics relating to the assessment of vulnerability, risk and impact on the elements exposed on the territory of Campania Region to various hazard factors such as seismic, volcanic, hydrogeological. etc. as well as in the sector of mitigating the effects on humans and buildings.
In particular, with regard to the areas exposed to volcanic risk in Campania, starting from 1997, data relating to the building structures of the municipalities falling within the areas exposed to the risk of being affected by the various phenomena resulting from an eruption of Vesuvius have been collected on several occasions. or the Campi Flegrei and developed analysis methodologies for assessing the impact of these phenomena. In this context, the Center has had the opportunity to participate since 1985 in numerous research projects with national and international bodies which have allowed its researchers to establish profitable collaborations with the world of scientific research in national and international volcanology by developing synthetic knowledge necessary for development of models for assessing the impact on the environment caused by a volcanic eruption.
These experiences place the PLINIVS-LUPT Study Center among the first and most advanced research structures in the sector. With Decree of the Head of the Civil Protection Department n. 1922 of 15 May 2006, the PLINIVS Study Center is included in the list of Competence Centers referred to in point 3 of the Directive of the President of the Council of Ministers of 27 February 2004 containing “Operational guidelines for the organizational and functional management of the national alert system and regional for hydrogeological risk for civil protection purposes”.
